A high-level Commission of Inquiry, tasked with investigating the abuse of state authority and force during the Gen Z anti-corruption protest on September 8 last year, submitted its report to Nepal’s interim government on Sunday, recommending an investigation and action against those involved in ordering and carrying out the crackdown.

The commission, however, has not identified any person to take action, but made it clear that those who ordered the use of force, those who carried out the order and those who made no effort to stop it must be investigated, prosecuted and punished in accordance with criminal law.

This comes a day after rapper-turned-politician Balendra Shah ‘Balen’ defeated four-time Prime Minister KP Sharma Oli and the Rastriya Swatantra Party (RSP) decimated traditional political parties in the general elections. According to the Electoral Commission (EC), the RSP won 122 of the 165 directly elected seats in the House of Representatives elections. The EC announced the results for 159 seats at 8:30 p.m.

A week after Sushila Karki took over as interim Prime Minister, a Cabinet decision on September 21 led to the formation of a commission of inquiry headed by former High Court judge Gauri Bahadur Karki to probe incidents related to the September Generation Z protests.

At least 77 people, including 19 on September 8, were killed when protesters, mainly Generation Z, clashed with state security forces. Commission sources said its recommendations were aimed at holding former Prime Minister Oli, Home Minister Ramesh Lekhak, Inspector General of Police CK Khapung and Kathmandu Security Council chief accountable.

Commission spokesperson Bigyan Raj Sharma said, “Our job was to investigate the facts and we have done so. Similarly, in the case of the September 9 incident, in which miscreants attacked and damaged government and private properties, including the Supreme Court and the Prime Minister’s office, we recommended a separate investigation.”
