Willis has issues with his passing accuracy.

In today’s NFL, where timing-based offenses dominate, quarterbacks must deliver quick, consistently accurate passes. If these issues persist, it will limit the confidence the coaching staff can place in him.

These traits are very important for a quarterback, especially when asked to get into meaningful game situations. Willis has shown flashes of dazzling athleticism, but has yet to prove he can consistently succeed at the NFL level. Teams that sign players primarily based on potential are always taking a gamble. Development doesn’t always happen the way an organization wants.
The Dolphins don’t have as much talent as Green Bay.

There weren’t many expectations in Green Bay when Willis took over for Jordan Love. His job was to manage an offense, one that had far more talent than the one he was asked to run in Miami.
Moreover, he is now being paid as the starting quarterback, which in itself puts a lot more pressure on him and leaves him with a lot less room for error. Bringing Willis in as QB to a team that is completely rebuilding seems like a disaster waiting to happen.
